Romelu Lukaku has flown to London to complete his £97.5m (€115m) move to Chelsea from Inter Milan, according to Sky Sports.
The striker underwent the first part of his medical in Milan on Monday.
The paperwork has now been lodged with club lawyers, and once that is formalised, Lukaku will sign a five-year contract with the Blues.
It is believed to be worth £200,000 a week.
Inter have previously rejected two offers for the 28-year-old, the second of which was worth £85m (€100m) plus left-back Marcos Alonso.
Lukaku left Chelsea in 2014 after making only 15 appearances following his arrival from Anderlecht in 2011.
Since then he has gone on to become one of the most prolific strikers in Europe.
The Belgium international netted 87 goals in 166 games for Everton between 2014 and 2017 and scored 42 times in 96 appearances during his two-year stint at Manchester United before signing for Inter in 2019.
